Title: Offset filter produces unexpected result

Here is the screenshot. 128/128 offset suppose to move 256x256 art 50% each direction. This is very useful for creating seamless patterns.

I thing layer size is bigger than canvas size.

I understand reasons not to loose the layer content beyond the canvas boundaries, but the offset filter should take into account the canvas size, not what's beyond it.

To make sure it uses only visible part of the layer, tap Layer->Crop->Crop To Image Bounds
