In testflight there is a beta version with pencil pro updated. I didnt test because I have the M1.

Try using a round brush when making a rectangle. And second I really love this update.

I had the same issue. You need to activate the move tool, the four arrows icon, and then you can move it up to the ruler.

What about add layer from photo and transform it to the position and zoom level you want.
