It would be great to be able to have a reference photo on the screen while working in the app. The photo should be able to be zoomed in and out independently of the canvas.

You can add reference photo as a separate layer. Then use Edit->Transform to scale/move/rotate it.
To add photo as layer tap Layer->Add->Add Layer From Photos

Okay i get that. My idea was to be able to have the reference photo to be completely independent of the canvas. This way you could rotate the canvas while the photo reference remains stationary.

Yes. But currently i dont have plans to add that, sorry.
