Title: Snap on/off is getting random again

It was finally fixed, i.e. it'd stay on or off, depending of the last choice, but after the last upgrade it's back to random behavior. Usually it's on when one returns to the transformation window.

Eidt>Transform has it's own Snap on/off button, which overrides setting from View menu.

I know, but sometimes it doesn't retain the off mode when I return. Besides, I don't understand what does it snap to. It doesn't snap to the grid. If precision is desired there are nudge buttons.

Take a layer or selection, click transform, switch to snap off, do some transformation or simply click done. Go to transform again - the snap is back on.

Initial value of the Snap button in Transform tool is taken from the Snap menu item (View>Snap).
