Title: Bug: Eyedropper tool won't change to Paint tool after changing color

When the "Activate Paint Tool When Changing Color" preference is turned on the eyedropper tool still won't change to the paint tool after a color has been selected. Also, the I can't double tap the apple pencil to activate the eraser when the eyedropper tool is selected.

How do you select the color (long press gesture, or option-tap, or finger action, or manually activate Eyedropper, ...)?

ps. Screenshots with Preferences > Gestures and Preferences > Apple Pencil can be very helpful.

I usually manually activate the eyedropper tool.

Everything looks fine.
"Activate Paint Tool When Changing Color" - this option doesn't change tool from Eyedropper to Paint when Eyedropper was manually activated.
It will activate Paint when you pick a color from Colors panel or toolbar, and active tool doesn't use a Color (for example Smudge, Eraser, Select etc). Eyedropper is a kind of tool that has "Color" property, so "Activate Paint Tool When Changing Color" doesn't work here.
