Title: Selection + Duplicate

This is something I used a lot in old version, usually I select part of the flatten picture then select parts of it and duplicate as new layer, it was duplicating only selected area. In 3.1 same whole layer is duplicated, selection is ignored. I believe old way was correct.

There are now 2 functions to duplicate layers: Layer > Duplicate, and Layer > Add > Add Layer Via Copy.
If nothing is selection they work in exactly the same.
But if there is a selection we have a difference:
- Layer > Duplicate ignores the selection and it just duplicate the whole layer
- Layer > Add > Add Layer Via Copy duplicates only the selected part.

Duplicate icon in Layers is now using "Add Layer Via Copy". However i will add option to pick one these actions after tapping the Duplicate icon.

I do some workaround by adding shortcut to Add Layer Via Copy. I still think old functionality was better coz You had two features in one button which has lover number of click to perform this kind of action, adding extra ALVC in there might work fine. Thanks for fast reply.

It will be improved in the next minor update.
